Acquisition in Mauritius : Legal Framework (IRS & RESIDENCE)

What is the IRS programme?

Blumara is located within the Héritage Estate in Bel Ombre, a residential domain developed under the Mauritian IRS (Integrated Resort Scheme).

The IRS is a government framework dedicated to high-end residential projects, allowing foreigners to acquire property within exceptional estates offering services, infrastructure and reinforced security.

Can a foreigner buy a Blumara villa?

Yes. Blumara villas are integrated under the IRS scheme and are therefore accessible to non-citizen buyers.

Does the purchase grant a Mauritian residence permit?

Yes. Purchasing a Blumara villa valued above USD 375,000 entitles the buyer to a Mauritian residence permit, valid as long as the property is owned.

Which family members benefit from the residence permit?

According to the Mauritian regulations (EDB), the residence permit may be extended to:

• the married spouse,
• dependent children,
• dependent parents,

subject to the conditions set by the EDB

Are there nationality restrictions?

No. Mauritius does not restrict IRS property acquisition based on nationality: all nationalities may buy a Blumara villa.

Can I buy through a company (Mauritian / offshore / trust)?

Yes. The purchase can be made:

• through a Mauritian company,
• through a foreign company,

in accordance with EDB rules and subject to notarial validation.

Is there a resale restriction?

No. Under the IRS scheme, resale is entirely free after acquisition: the owner can resell the property at any time, subject only to standard notarial procedures.

What is the procedure to reserve a villa?

For villas under construction:

– Signature of a CRP (Preliminary Reservation Contract)
– Signature of the promesse de vente and final notarial deed upon full completion of construction

For completed villas:

– Signature of the promesse de vente and final deed

How does the CRP work?

The Preliminary Reservation Contract grants the purchaser:

– Exclusive purchasing rights
– A guarantee to acquire under the agreed conditions

How does the signing process work?

The promesse de vente is signed once the villa is fully completed, in accordance with Article 1601-13 of the Civil Code.

After this stage, the final deed is executed and property transfer occurs immediately.

How do the payment calls work?

Payment calls are made progressively as construction advances and are paid exclusively into the notary’s escrow account — never directly to the developer.

Each payment call is strictly conditional upon an official certificate issued by an independent Quantity Surveyor, attesting that the corresponding construction milestone has been reached.

What is the role of the notary?

The notary:

• Holds all funds in escrow,
• Triggers and controls payment calls only upon receipt of the Quantity Surveyor’s certificate,
• Verifies the villa’s full completion before any promesse de vente,
• Formalises the promesse de vente and the final deed, ensuring full compliance with legal requirements.

Can I finance through a Mauritian bank?

Yes. Mauritian banks offer financing to foreign buyers within IRS projects (ABC, MCB, SBM, AfrAsia, Bank One).
Loan approval depends on your financial profile and the required deposit.

Can I purchase remotely (without being physically present)?

Yes. Acquisition can be completed remotely via a Power of Attorney or electronic signature, depending on the notary’s procedures.

The notary will advise the most suitable method.

Can I personalise the villa?

Yes. Blumara villas offer personalisation of finishes through three dedicated decorative universes.

What decoration packs are available?

Three design universes are offered:

• Blumara Signature
• International Chic
• Classical Elegance

Each universe modifies all interior finishes — wood, tiles, paints and marbles — to create a specific and coherent atmosphere throughout the villa.

Can I modify the architectural plans?

No. The architectural plans of Blumara villas cannot be modified, in order to ensure harmony and consistency across the collection.

Are the villas delivered furnished?

The villas are delivered with the full Decoration Pack installed, but this pack is not included in the sale price: it is an option that the buyer may choose to keep or remove before delivery.

What services are included for owners?

Owners have access to a range of optional, practical and personalised services designed to facilitate daily villa management:

• In-home services
• 24/7 concierge
• Garden & outdoor maintenance
• Technical villa maintenance
• Family services & kids clubs
• Wellness & spas
• Golf access

How do landscaping and maintenance work?

• Common areas : Maintenance of the domain’s common areas (landscaping, roads, lighting, etc.) is handled by the estate’s management company.
• Private areas : Landscaping and maintenance services for private villas are available through various providers, depending on chosen options.

Can I hire a private chef?
Yes. It is possible to hire a private chef via services offered within the Héritage Estate. This service is optional and subject to availability.

Does the estate offer hotel services?

Yes. Blumara owners benefit from privileged access to the facilities of Heritage Le Telfair and Heritage Awali, including restaurants, bars, spas, beach club and other hotel services.

Is a rental management programme available?

Yes. Blumara villas can be rented out, either through the Héritage Estate’s services or through specialised providers depending on rental periods.

What privileges does a Blumara villa provide within the estate?

Owning a Blumara villa grants access to the complete lifestyle of the Héritage Estate:

• Access to both 5-star Heritage hotels (Le Telfair & Awali)
• Access to the two international golf courses (Le Château & La Réserve Golf Links)
• Access to C Beach Club (private beach, pool, water sports)
• Access to the UNESCO-listed Bel Ombre Nature Reserve
• Access to the estate’s restaurants, bars, spas and facilities
• Access to a mature, exclusive residential community

Is access to the two 5-star hotels included?

Yes. Owners enjoy privileged access to the facilities of the 5 stars Heritage Le Telfair and Heritage Awali hotels, including restaurants, bars, spas, pools, kids clubs and hotel services.

Are green fees free?

Upon purchasing a villa, owners automatically benefit from a Gold Membership, offering unlimited access to the Château Golf Course. Only an annual membership fee is required.
Owners may also opt for a Platinum Membership, which extends these advantages to include free access to the La Réserve Golf Links course, among other additional privileges.

What sports facilities are available?

Owners have access to a wide range of sports facilities within the estate, including:

• Two international golf courses
• Tennis courts
• Several fitness centres
• Pilates & yoga classes
• Water sports (kayaking, paddle, snorkelling…)
• C Beach Club with private beach and 600 m² swimming pool

Yes. The Héritage Estate is an established and mature residential domain, home to an active community of international owners. The environment is structured, secure and managed by the estate’s services, offering a true residential lifestyle within a 2,500 ha environment.

Is the estate secure?

Yes. The Héritage Estate benefits from 24/7 security, with controlled access at the entrance, regular patrols and surveillance systems ensuring a safe and fully controlled residential environment.

How is the construction secured?

Blumara villas’ construction is entirely financed by the developer, without depending on buyers’ payment calls.
This guarantees continuous execution, full control and total independence from sales, ensuring an exceptional level of security for the purchaser.

What is the duration of the structural warranty?

The structure of the villa benefits from a 10-year structural warranty, covering the fundamental elements of the building in accordance with applicable norms and obligations.

Is there a warranty for equipment?

Certain technical warranties are provided, including a 10-year anti-termite guarantee.
Specific warranties for other equipment (air-conditioning, appliances, technical systems, home automation, etc.) depend on the suppliers and are communicated at delivery.

Is permanent technical support available?

Yes. The property management company can provide maintenance and technical assistance services, available to owners.
These interventions cover routine maintenance, technical inspections and assistance as needed, depending on selected options.

What are the delivery timelines?

The construction time for a Blumara villa is approximately 20 months, depending on the model and project specifications.

Can construction progress be monitored?

Yes. Construction progress can be followed through regular newsletters sent by Blumara, or upon direct request from the team, who can provide updates, photos and detailed information as needed by the buyers.

Are materials adapted to the Mauritian climate?

Yes. Blumara villas use materials specifically adapted to the Mauritian climate — reinforced concrete, balau wood, natural stone, anti-termite treatment, natural and mechanical ventilation — selected and implemented according to high-end French construction standards, guaranteeing durability and comfort in a tropical environment.

What is the cost of living?

The cost of living in Mauritius is generally attractive and competitive for an international environment.

The island offers a high quality of life, access to premium services and an excellent level of comfort, both for everyday expenses and for luxury services available on the island.
